All the experts who matter in learning will tell you that just throwing content at people will not necessarily result in learning. On the other hand, it would be hard to design a learning programme that did not use some sort of content. 

It helps that learning systems have grown out of their track-and-trace, admin-heavy initial phase and now incorporate learning experience design into their architecture. But new affordances present a challenge for practice.
